Another W8 position was geared toward a Water/Sewer Superintendent, he was not qualified .The job descriptions for the Public Works department come from the Commonwealth of Massachusetts , Human Resource Division and nothing has changed with the Signal Maintainer position. Unfortunately, I see this occur when employees reach the last Step & Grade on the union scale. I look forward to any guidance the Department of Labor Relations can add.
