Ittleman SUMMARY OF DECISION The Civil Service Commission allowed the Appellants appeal and overturned the Towns decision to bypass him for original appointment as a permanent, full-time firefighter. The Towns reasons for bypassing the Appellant are either unsupported by a preponderance of the evidence or unrelated to his current ability to perform the duties and responsibilities of a Saugus firefighter.
