Per my conversation with a nice young lady that answered the Harbormaster's
Office phone, this is to inquire regarding records of serious complaints or
issues with the Cotuit entrance channel. For a meaningful time-frame I suggest
that the period should cover whatever has been recorded since 1967, as that is
the date that is being proposed as a standard for channel maintenance.
The subject areas of the public records of interest to us are as follows.
Please indicate date with each recorded incident:
1. Fatalities: I know of only one, but there may be others. If it helps,
the one I know of likely occurred in the 1990's, plus or minus. The deceased
was a young man, known to be a strong swimmer, and was likely to have been hit
by a motorboat. Details or any confirmation of that would be great.
2. Reported accidents between sailors and motorcraft, or between such craft and
swimmers:
3. Valid complaints re: speeding and failure to observe speed limit, failure to
observe right-of-way, etc:
If there are no incidents in any one category simply
indicate none. This request is not meant to create undue labor but was
suggested by the young lady as the way to access the records that exist
or may exist in your department or elsewhere in the Town of Barnstable records.

Kathy Hinckley, Police Department:
We do not have any records in the police files that were
responsive to Mr. Wheelwright’s request- either the first request or the second
modified request (5 year search).
From Dan Horn, Harbormaster:
I cannot locate any records pertaining to boat accidents - nor
swimming accidents - in the Cotuit channel/Off Sampson’s Island in the last 5
years.
