On May 3, 2019, at approximately 1025 hours, I arrived at the Eagle Heights Cathedral located at 1075 Revere Beach Parkway in Revere, MA. I observed Revere Beach Parkway to be a four lane divided highway (including a breakdown lane) with the speed limit posted as forty-five miles per hour. The Cathedral's parking lot's entrance/exit was along this divided highway.
