After the October 11 announcement, it was reported that the Massachusetts State EthicsCommission had become involved at some point following the Councils June 17 vote to increase salaries for Councilors and the Mayor. 5 The complaint specifically alleges that the Council improperly deliberated outside of a posted meeting, via serial communication, to reach agreement to defer the salary increases.

In the alternative, an employee may participate if the individual advises the official responsible for appointment to his position and the state ethicscommission, and the appointing official makes a written determination that the conflict is not so substantial that it would affect the integrity of the services expected of the employee.
