Questions regarding whether any of the Contractors employees are considered key employees should be directed to the Legal Division of the State Ethics Commission at (617) 371-9500. Pursuant to Chapter 28 of the Acts of 2009, as amended, all key employees must complete online ethics training on the State Ethics Commissions website, www.mass.gov/ethics.
The commissioner shall notify the state ethics commission of such names, and shall make copies of any and all disclosure statements received available to the state ethics commission upon request.

After the October 11 announcement, it was reported that the Massachusetts State Ethics Commission had become involved at some point following the Councils June 17 vote to increase salaries for Councilors and the Mayor. 5 The complaint specifically alleges that the Council improperly deliberated outside of a posted meeting, via serial communication, to reach agreement to defer the salary increases.

Pierre forwarded the investigative report to the Commonwealth of Massachusetts State Ethics Commission on February 4, 2003. The State Ethics Commission completed a review into the matter, which was resolved by way of a public-disposition agreement dated June 22, 2005. As part of that agreement Murphy acknowledged violating the Commonwealth's conflict of interest laws and agreed to pay a fine of $6,000.

In the alternative, an employee may participate if the individual advises the official responsible for appointment to his position and the state ethics commission, and the appointing official makes a written determination that the conflict is not so substantial that it would affect the integrity of the services expected of the employee.
