After this email issued, MEP reinstalled GPS in every department vehicle.12 As of Forsythe testified that MEP, upon direction from the governors office, reinstalled GPS due to an issue that happened with another police agency. 12 Forsythe testified that, in his opinion, GPS is vastly underutilized.
