The Appellants appeal is hereby dismissed because the Commission has no jurisdiction to hear an appeal for reclassification under G.L. c. 30, 49 in the absence of the employee first filing a request with the states Human Resources Division (HRD). In this case, the Appellant failed to file an appeal with HRD before filing his appeal with the Commission. We concur with the Magistrate.
