On April 29, 2019, John Langan, Director of the Office of Employee Relations for the Human Resources Division, sent a letter to Joe Durant, President of MOSES, explaining that the Commonwealth intended to adopt the statutes baseline provision for dividing contributions between the employer and the employees and asking that they meet as soon as possible to commence bargaining. 8.
Furthermore, Matthew Hale of the Commonwealth Human Resources Division represented to MOSES officers at that time that normal bargaining (such as contract bargaining) 5 would be suspended while both management labor relations personnel and MOSES representatives dedicated their time to resolving a host of Covid-19 related labor issues.
