The Union argues that good cause exists to waive the contract bar rule because the Fire Dispatcher is performing bargaining unit work, lacks the same training and certification as bargaining unit members, but is receiving more generous pay and benefits.
Town of Saugus, 28 MLC at 83; Quincy School Committee, 23 MLC 173 (1977). Carver public safety dispatchers Union (CPSD) presently have five (5) bargaining unit members. CPSD dispatches and answers 911 calls twenty-four hours (24) hours per day for multiple agencies including Fire, Police, and Emergency Medical Services (EMS).
