Background On July 5, 2012, the City's Fire Department applied to the Federal Emergency Management Agency (FEMA) of the United States Department of Homeland Security for a grant to fund technical rescue training for the members of the City's Fire Department. On or about March 14, 2013, FEMA approved the requested funding. FEMA required that the funds be spent on or before February 28, 2014.
