On August 20, 2024, I held a remote show cause conference which was attended by the Petitioners, counsel for the City, a City representative, and counsel for the states Human Resources Division (HRD). After hearing oral argument during the recorded proceeding, I provided the City with an opportunity to submit a written opposition to the request for investigation and for the Petitioners to file a reply.

Background In or around July of 1975, a classification plan for the City was established and filed with the states Human Resources Division (HRD). This plan included the positions of Firefighter, Fire Lieutenant, Fire Captain and Call Firefighter. In or around 1976, the Citys Fire Department changed from a Board of Fire Engineers to a full-time Fire Chief. At or around this time, the position of Deputy Fire Chief was created.
