The Alcoholic Beverages Control Commission or a local licensing authority may, after notice to the licensee and a reasonable opportunity to be heard, suspend, revoke, or cancel a license for the sale or service of alcoholic beverages or take other appropriate enforcement action 5 upon satisfactory proof that the licensee has violated or permitted a violation of Section 1 or 2 of this Order.
