The Appellant, upon completing and passing the HRD-approved PAT, was given a civil service seniority date of May 15, 2002 (the day he passed the HRD-approved PAT).

During the Step II Hearing, the Union also brought up that they felt the College job postings for Campus Police Officer 1 were not in conformance with minimum entrance requirements of Massachusetts Human Resources Division, Campus Police Officer Higher Education Series, Section XI, CPO I. The College asserts that the recently hired CPO I was terminated during the probation period under Article 27 Section 4.
