At the time of his bypass, the Appellant had earned an Associate Degree in Criminal Justice from Massasoit Community College and had completed the course of instruction at the Basic Reserve Intermittent Police Academy, Plymouth, MA. The Appellant had also completed yearly, in-service police training by the Massachusetts Criminal Justice Training Council. This program included State and Local Anti- 2 Terrorism Training (SLATT).
