Conroy, (hereinafter Appellant) seeks review of the decision of the states Human ResourcesDivision (hereinafter HRD) accepting the reasons proffered by the City of Worcester (hereinafter Respondent, Appointing Authority or City) to bypass him for original appointment to the position of full-time police officer.
The personnel administrator, Human ResourcesDivision (herein HRD), pursuant to GL. 31 27, determined that the reasons provided by the Town were acceptable for bypass. The Appellant received notice of the bypass from the HRD on September 30, 2008, and he filed a timely appeal. A full hearing was held on January 16, 2009 at the offices of the Civil Service Commission. One audio tape was made of the hearing.
