The personnel administrator, Human ResourcesDivision (herein HRD), pursuant to GL. 31 27, determined that the reasons provided by the Town were acceptable for bypass. The Appellant received notice of the bypass from the HRD on September 30, 2008, and he filed a timely appeal. A full hearing was held on January 16, 2009 at the offices of the Civil Service Commission. One audio tape was made of the hearing.
