Thereafter, the parties discussed the vaccine requirement on September 28 and October 8, 2021.3 On October 7, 2021, the Commonwealth sent COPS a proposed MOU,4 which, in part, offered to provide COPS with notice and the opportunity to bargain the impacts once the Massachusetts Department of Public Health adopts a booster program requirement. The parties did not reach agreement or impasse regarding the vaccine requirement.
