In 1977, the City ofFall River enacted an ordinance requiring all city employees hired or promoted after January 1, 1978 to be residents of the City. In 1982, the ordinance was amended to provide that all persons promoted by the city on or after the second day of January 1978 shall be, or within two years of such promotion become, a resident of the city and shall maintain residency during the time of employment by the city.
