On January 9, 2013, the MFD asked the Human ResourcesDivision for a selective certification to appoint a full-time Cantonese-speaking firefighter. The MFD received a selective certification. Garlen Seong was a 25-year-old resident of Malden when he applied to become a firefighter with the MFD. He speaks Cantonese, Among three Cantonese-speaking candidates, he had the highest examination. RECOMMENDED DECISION The Appellant, Michael Faiola, is appealing from the March 16, 2012 decision Michael Faiola CS-12-346 C-12-143 of the Human Resources Division (HRD) that Personnel Officer II is the most appropriate job classification for his position. It is my understanding that the promotion was made in accordance with [Human ResourcesDivision (HRD)] guidelines including the filing of all necessary paperwork. It is also my understanding that the Town has concluded its investigation into the alleged violations and that information has also been properly filed.
