Between February Massachusetts 18 and February 23, 2016, the City of Worcester and the Human Resources Division (HRD) entered into Delegation Agreements to incorporate the use of an assessment center as a weighted, graded component of the examination process for the titles of Fire Chief and Deputy Fire Chief. See City Exhibits 1A (Fire Chief) and 1B (Deputy Fire Chief).
On or about February 18, 2016, the City entered into a Delegation Agreement with the Massachusetts Human Resources Division to incorporate the use of an assessment center as a third weighted, graded component for promotion to Deputy Fire Chief.

On May 19, 2018, the City, through the Massachusetts Human Resources Division (HRD),? announced a June 18, 2018, promotional examination for the position of deputy fire chief. District fire chiefs who applied by June 4, 2018, were eligible to take the test. Because only three district fire chiefs applied to take the test by the deadline, the HRD opened the examination to the next lower title, which was fire captain. See G.
