STATEMENT OF THE CASE On November 27, 2012, the Stoneham Police Association, MCOP Local 266 (Union) filed a charge with the Division of Labor Relations (DLR) alleging that the Town of Stoneham (Town) had engaged in prohibited practices within the meaning of Sections 10 (a) (5) and (1) of Massachusetts General Laws, Chapter 150E (the Law).
