According to both the Public Employee Retirement Administration Commission (PERAC) regulations (840 CMR 15) and from the information the Chicopee Retirement Board provided to me regarding the Audit report from 2014-2017, it appears the wages concerned are regular compensation subject to pension deductions, and therefore is a mandatory subject of bargaining.
