We respectfully submit that this be investigated by the Attorney General's office, as it is truly impartial and has no interests at stake. Given the above facts, the complainant seeks a full investigation under the auspices of the State Attorney General and requests a suspension of Paul Cohen as Chelmsford Town until the matter complained above has been Tesolved.

Negotiations with the Attorney Generals Office to resolve the alleged statutory violations without litigation were completed in late 2016, and a consent judgment was entered by the Court on March 8, 2017. A modest ($35,000) monetary penalty imposed on the Town would become void provided the Town commits no violations of the applicable statutes during the threeyear period from March 9, 2017-March 8, 2020.

As such, I do not take filing a complaint with the Attorney General's Office lightly and have only decided to file after much consideration of the consequences of both action and inaction. I believe Councillor AtLarge Craig Spadafora may have violated the Open Meeting Law through regular email communication to at least of quorum of the Malden City Council and the Ordinance Committee outside of public meetings.

Update from Attorney Generals Office on OML Complaint AN read into the record the letter from Sarah Chase, Assistant Attorney General, re: Open Meeting Law Complaint, August 28, 2019, indicating that the complaint filed by Paul Jablon on June 3 is resolved. This evenings OML training is part of School Committees response. Some members also attended MASC course which includes OML training; and all are aware of availability of online training. C.
AN will consult with Attorney Generals office for recommended practice. III. Public Comment Crystal Zimmer, Four Corners parent, thanked members for passing budget that prioritized student safety, staffing, special ed. services.
Attorney Generals office advises that three-person subcommittees are problem because one subcommittee member contacting another constitutes a quorum. OML rules created before email existed. GJ moved that we take the action that he is requesting. KC 2nd. Friendly amendment by KC, accepted: and we release the emails of the full Committee. WM: Concern that one member targeted for public scolding.
Case assigned to attorney at Attorney Generals office. AN will forward AGs email to members. No action needed at this time. OML training in Northampton on Sept. 7. M. Review of Legal Services AN moved to request that GJ propose a process to review legal services to bring back to the Committee at the July meeting. SE 2nd. Recommend GJ review Committee minutes of interview with attorneys Quinn, Smith, and contracts. Motion passed unanimously. N.

Our inability to achieve a quorum has not only prevented us from working to tackle the challenges of facing our community, but is has prevented us from performing even the most basic necessities of the commission including an inability to resolve an Open Meeting Law complaint because we cannot vote on the response to submit to the Attorney Generals Office.
