February 13, 2017   Supervisor of Records Office of the Secretary of the Commonwealth McCormack Building, Room 1719 One Ashburton Place Boston, MA 02108   Dear Supervisor of Records: On December 6, 2017 I requested Town of Chelmsford (Town) Manager, Mr. Cohen, provide records pertaining to his involvement/engagement with Massachusetts Ethics Commission asking they intervene in ethics matter described in his letter dated May 17, 2011 (Exhibit A). On December 8, 2017 in response Town Clerk, Ms. Dzuris, informed me that “no such record exists” (Exhibit B). On December 12, 2017 Mr. Cohen conceded and provided attached response. He failed to provide attachments/enclosures pertinent to his case to the Ethics Commission. Specifically, he stated “During the past several months, serious allegations have been raised against me, members of the Chelmsford Board of Selectmen, and other Town officials regarding the development of 9 North Road in Chelmsford.  These allegations (see attached) include violations of the State’s conflict of interest laws by former Board of Selectmen Chairman Philip Eliopoulos and by me.” I’m requesting the Town provide omitted requested records as they do exist even though the Town insists they don’t. I have the right to see them and expect your office to help me obtain them.
