In City of Quincy the Union and the hospital had an informal agreement that the Union could set up tables on hospital property with permission from human resources. 23 MLC 201. 202 (1997). From 1985 until 1994 the Union set up information tables on hospital property. Id. at 202-203. In 1994 the Union requested permission to place a table and was denied, leading to the charge.
