The Charging Party had worked for the City of Cambridge since 1989 and since 1993 as a street cleaner after working several years as a garbage collector. There was no record that the Charging Partys work performance with the City of Cambridge received adverse performance reviews. There was no record of any complaints from the public regarding Charging Partys street cleaning efforts.

The Union filed its written response on August 6, 2012.
