Dismissal and Request for Review The Investigator dismissed the City's charges based on two CERB decisions, City of Holyoke, 9 MLC 1876, MUP-4955 (May 27, 1983) and Town of Winthrop, 28 MLC 200, MUP-2288 (January 2, 2002).
