One bone of contention between the two factions involved a settlement agreement between DMA and the union in 1998 whereby some members received promotions and others did not. Stockman was the lead appellant for 47 union members who challenged this settlement agreement by filing an appeal with the Civil Service Commission. His appeal was unsuccessful.
