From 2013 or 2014 until sometime in 2016 Carey was responsible for internal affairs for the Department. During the events in question, a brother and a sister (JB) both worked as police officers for the Department. Their father had also previously worked for the Flolden PD. Carey had supervised the father and, sometime prior to the events at issue, questioned whether the father had properly accounted for certain drug buy money.
