In further answering, although the Respondent is unaware of the exact nature and scope of the FBI investigation, the Respondent is aware that at a minimum it includes three (3) areas not covered by the matter currently pending before the Civil Service Commission. First, the Town did not proceed with the criminal conduct charge before the Civil Service Commission.
Connor, Grasso, and Morrcio subsequently filed appeals with the Civil Service Commission (Commission) to challenge their terminations. In January of 2017, the Town decided to rescind its termination of Connor and Grasso. On January 31, 2017, the Town entered into a settlement agreement with Connor and the Association. Under the terms of the settlement agreement, the Town issued Connor a written warning for failing to properly secure his firearm.
