The MSP 911 recorded line received three calls which pin-point the time and location of the crash: the first (10:31:20 p.m.) from an eye-witness exiting Interstate 93 onto Route 37; the second (10:32:22 p.m.) from the operator of the vehicle struck by the speeding motorist; the third (10:33:23 p.m.) from a Boston Police Department Sergeant who witnessed the crash as he was en route to his shift and stayed to render aid.

Factual Background The undisputed facts surrounding the Union's request for information are as follows. 1 On January 12, 2016, the Town notified Essigmann in writing that he was the subject of an internal affairs {IA) investigation for misconduct and that it had assigned Sergeant Gregory Reardon (Reardon) to conduct the investigati'on (IA Notice).
