The Commission argues that it nevertheless qualifies as an agency under Chapter 3OA, 1, because it is substantially equivalent to the federal Department of Housing and Urban Development and the Massachusetts Commission AgainstDiscrimination in the way it handles fair housing claims. The Commission's final orders are appealable to Suffolk Superior Court or the Boston Housing Court under G.L. c. 30A, 14.

The Federation should not be permitted to turn an allegation of discrimination based upon disability into a prohibited practice charge without a nexus to the collective bargaining agreement. There is none here. In any event, the Committee denies that it failed to accommodate Ms. Daviss disabilities.
