The Investigator appropriately treated this argument as alleging a violation of Section 10(b)(1) of the Law, see Town of West Springfield, 21 MLC at 1222-1223, and concluded, among other things, that because non-members participate in ratification votes, their involvement is no more limited than that of any union member who is not on the bargaining team.
