The Civil Service seniority date for Christopher Cote, as_ originally supplied by the Human Resources Division to the City of Lawrence and relied upon by the City of Lawrence, was erroneous. 27.
The Human Resources Division later admitted that it had erroneously listed the officers civil service seniority dates. See EX-1. 36. In or about September 2010, Bonet and Leonard Degnan (Degnan), then Chief of Staff for Mayor Lantigua, contacted Officer Cote to discuss bringing him back to work as a police officer. TRS 38. 37. Bonet knew Officer Cotes mother and so contacted her and asked her to have Officer Cote to call him back. /d.
The City retained in employment LPA member Ariskelda Inoa (Ruffen) who was in fact junior in seniority to Cote, Cerullo and Yerian (see Joint Exhibit 9) but whose erroneous seniority date, according to information supplied to the City by the Commonwealths Human Resource Division, made her appear senior to Cote. Stipulation No. 26.
