The Human Resources Division (HRD) found that the reasons for bypass were valid. The Appellant received notice of the bypass from the HRD on December 29, 2008, and he filed a timely appeal. , rj I held a hearing on June 24, 2009. As no notice was received from either party, the hearing was declared private.
