Carmody, then Chief of the Department, recommended to the Human Resources Division that Mr. Henderson be bypassed, citing Mr. Henderson's recent drug use (admitted during the interview and revealed in the 2011 drug test), poor employment history in a similar occupation (his Boston EMS employment), and a poor interview performance. (L.Ex. 4.) 13. In a November 13, 2012 letter, the Department informed Mr. Henderson that he had been bypassed.
