On November 19, 2020, the Appellant took and passed the entry-level firefighters civil service examination (originally scheduled for March 21, 2020 but delayed due to the COVID-19 State of Emergency) that was administered by the Massachusetts Human ResourcesDivision (HRD). His name appeared on the firefighters eligible list established by HRD on February 1, 2021, as a Brockton resident.
On December 16, 2016, the Respondent received Certification 04204 from the state Human ResourcesDivision (HRD). The Appellants name appeared second on this Certification. (Jt.Ex. 2) 5.
