Henderson Commissioner: DECISION Pursuant to the provisions of G.L. c. 30, $. 49, the Appellant (Anzalone or Appellant) is appealing the September 4, 2009 decision of the Human ResourcesDivision (HRD) of the Commonwealth of Massachusetts denying his request for reclassification from the position of Environmental Analyst I (EA I) to the position of C/5 Civil Engineer I (CE ID).
Any move in that direction to blend the Commissions appellate function with its discretionary investigatory authority (concurrent with the power of the state Human ResourcesDivision, by the way, which has the primary administrative and audit oversight of all municipal civil service communities), as laudatory as it may seem in theory, would be both unwise and impractical.
