Bowman DECISION On January 7, 2018, the Appellant, Philip Gravalese, pursuant to G.L. c. 31, 2(b), filed an appeal with the Civil Service Commission (Commission), contesting the decision of the Boston Fire Department (BFD) to bypass him for original appointment to the position of firefighter based on alleged untruthfulness on his application.
