RECOMMENDED DECISION On January 31, 2008, the Commonwealths Human ResourcesDivision (HRID) upheld the Boston Fire Departments decision to bypass Jamil Campbell for a position as a firefighter in the fire department. On the same date, HRD also issued a decision Jamil J. Campbell v. Boston Fire Department G1-08-46/CS-08-419 granting the Boston Fire Departments request to permanently remove Mr.
On September 20, 2005, the City of Quincy notified the states Human ResourcesDivision (HRD) that it was bypassing the Appellant for appointment for the following reason(s): his handwritten short essay entitled, Why I want to be a police officer. The City felt that this essay and his reference in it to the adrenalin rush when responding to calls and making arrests, .. raised major concerns relative to his judgment, temperament and maturity.

Stein DECISION The Appellant, Matthew Jones, seeks review, pursuant to G.L.c.31, 2(b), of action of the Personnel Administrator of the Massachusetts Human ResourcesDivision (HRD) in approving the reasons proffered by the Respondent, Boston Police Department (BPD), as Appointing Authority, to bypass the Appellant as unfit for original appointment as a Boston police officer on the grounds of a poor driving and employment history.
On October 2, 2015, the states Human ResourcesDivision (HRD) established an eligible list of candidates for Boston police officer. 4. On May 4, 2016, HRD, at the request of the BPD, sent Certification No. 03766 to the BPD, from which the BPD ultimately appointed eighty (80) police officers. 5. Mr. Owens was ranked 65th among those candidates willing to accept appointment as police officer on Certification No. 03766. 6.

On February 15, 2018, the states Human ResourcesDivision (HRD) established an eligible list of candidates for Police Captain in Somerville. (Stipulated Fact) 4. After the first ranked candidate was promoted in a prior promotional hiring cycle, Lt. Sheehan moved into the first ranked position on the eligible list. (Stipulated Fact) 5. Lt.
