It is understood that any program of spousal eligibility developed by the Board of Higher Education in conjunction with the Employer (HRD) Commonwealth Human Resources Division will require the subordination of spousal eligibility rights to those remission benefit rights extended to full-time state employees in different bargaining units as well as full- time employees covered by the provisions of this Agreement.

In late May of 2018, Bissonnette reached out to the states Human Resources Division (HRD) and repeated her allegations, claiming that they had not been resolved by Respondent. As a result, HRD initiated an investigation into her concerns. Over the course of the investigation HRD met with eight individuals. On August 21, 2018 HRD issued an investigation 7 report finding that the allegations were unsubstantiated.

[Maryann], Mr. Fays girlfriend at the time, explained that they were at a bar, both intoxicated, and began to argue.
