The Complaint followed letters that you sent to the Clerk of the City of Waltham ("City Clerk") and Mr. Powell, respectively, on or about February 9, 2012 (the "letters"). The letters did not allege any Violations of the Open Meeting Law, therefore neither the City Clerk nor Mr. Powell treated them as Open Meeting Law complaints. You then filed the complaint with our office, using the Open Meeting Law complaint form, on February 29, 2012.

In yet another case with striking similarities to the one before us, the Commission, on April 6, 2000, pursuant to its powers inherent in Chapter 310 of the Acts of 1993, granted 15 provisional Emergency Telecommunication Dispatchers in the City of Waltham with civil service permanency in their title with retroactive seniority dates reaching back several years.
