Besse filed a classification appeal, which was denied by the Human Resources Division on June 1, 2018. Employer Exhibit 1. In November 2018, Mr. Besse withdrew his classification appeal, C-18-125, which was pending before the Civil Service Commission. In October 2019, the Respondent posted an opening for a Public Engagement Manger position. Mr. Besse applied for this position.

During this bargaining unit member's classification appeal, the MEMA Director, MEMA Human Resource Director, and the Commonwealth Human Resource Division (HRD) all found that that these job responsibilities were properly classified as bargaining unit work.
