RECOMMENDED DECISION Pursuant to M.G.L. c. 31, 2(b), the Appellant, Juan Rosario, is appealing the decision of the Appointing Authoritys Human ResourcesDivision (HRD) approving the reasons of the Appointing Authority, the City of Springfield-Police Department, for bypassing him for promotion to Sergeant.
