On February 8, 2022, I held a remote prehearing conference which was attended by the Appellant, counsel for the City, the Citys current Police Chief and counsel for the states Human ResourcesDivision (HRD). At the pre-hearing conference, the Appellant, counsel for the City, and the Citys Police Chief reviewed the joint request for relief and the reasons for which they are asking the Commission to approve the request.
On September 1, 2021, the states Human ResourcesDivision (HRD) established an eligible list for police officer. 1 C. On September 27, 2021, HRD sent Certification No. 08090 to the SPD from which the SPD ultimately appointed 39 police officers, 9 of whom were ranked below the Appellant. D.
On September 1, 2019, the states Human ResourcesDivision (HRD), established an eligible list for police officer. C. On July 14, 2020, HRD sent Certification No. 07226 to the City from which the City ultimately appointed ten candidates, five of whom were ranked below the Appellant. D.
