See City of Cambridge v. Civil Serv. Commn, 43 Mass. App. Ct. 300, 304 (1997) (A decision is arbitrary and capricious when it lacks any rational explanation that reasonable persons might support.). There was no basis for the plaintiffs here to challenge the CEB upon seeing the notice for the 16 exam or receiving the preparation guide. Grounds for appeal of the fairness of the examination only occur after the examination is scored. See G.

In City of Cambridge v. Civil Service Commission, 43 Mass.App.Ct. 300, 303, n.3 (1997), the Court described the standard of truthfulness in police discharge cases under the just cause requirement of G.L. c. 31. The court stated: The city was hardly espousing a position devoid of reason when it held that a demonstrated willingness to fudge the truth in exigent circumstances was a doubtful characteristic for a police officer.
