All three officers filed timely appeals of their terminations to the Civil ServiceCommission pursuant to M.G.L. c. 31, 43. Those appeals were consolidated into one proceeding and the Civil Service Commission held four days of hearing commencing in January of 2017. During the hearing, Grasso testified on his own behalf and Chief Gillis testified in vigorous fashion that Grasso should be terminated.
