Bypass appeal denied. The City of Lowell had reasonable justification to bypass the Appellant for original appointment as a police officer based on his prior failure to complete the Police Academy and his poor academic performance subsequent to his disqualification from the Academy.

Termination of police officer; appeal denied. By a 4-1 vote, the Commission found that the Appellant's off-duty misconduct related to domestic abuse provided the City with just cause to terminate his employment as a police officer, particularly in consideration of a recent last chance agreement.
