Is the description in my initial email below correct? Do I need to do anything else to cross the I’s and dot the t’s? Also, would you add a request for information about the town’s contractual agreements with SMAST? In talking with several individuals, they stressed that I needed to be accurate in any statements I make in this regard. Would you provide me a list of projects and associated costs that SMAST has performed for Orleans over the past five years. I expect this includes projects such as: • One or more studies of Namskaket Marsh, • The study for Cedar Pond • The aquaculture work and related efforts at Lonnie’s Pond • The freshwater pond efforts leading up to and including the Uncle Harvey’s Management Plan and the subsequent studies at Pilgrim Lake and Crystal Lake Please include any others that I may not be aware of. In these costs, please also include any associated costs from AECOM, Stantec, Mike Domenica’s firm, or other contractor to manage the SMAST effort. I’m not as familiar as I could be with the town’s contracting provisions and I realize that, in some cases, SMAST may be performing work under the auspices of another contractor (such as Mike Domenica’s firm or AECOM). Please indicate if this is the case and indicate how much funds actually went to SMAST. Also, I’ve heard that SMAST is often late in submitting bills. Please indicate how the town estimates and accounts for work actually performed but not yet billed. While in most environments this amount is minimal, several people have told me that SMAST is often very late in its billing. My position has always been if we ask a contractor to do the work and they’ve done the work, we owe them the money. If any of these projects involve significant sub-tasks and milestones, please break out the costs accordingly. I expect that the town should have most of this information readily available, but I realize there may be instances where we simply don’t know what funds went to SMAST. Hopefully, that’s rarely, if ever, the case because it would reflect poorly on the town’s financial controls. However, if that is the case, please let me know. Please let me know if there will be any charges to respond to this request and I’ll agree to pay those charges. (I’m confident the town would be reasonable in this area)). Obviously, I wouldn’t expect to pay for any normal charges associated with properly managing the accounting between SMAST and Orleans. Also, if there needs to be an overall audit of SMAST’s billings to Orleans, I would not be in a position to cover those charges.
