Please provide any records created, shared or received from 1/1/2020 to the date of your response to this request which are related to any City of Malden employee, contractor, advisor, or volunteer who had from 1/1/2020 onwards any personal or personnel privileges, rights, or approved access to operate or occupy any taxpayer-funded vehicle for non-work-related-use. (This includes any city, state, federal, grant or donated funding including the city’s general and public school funds.)  Responsive records should cover all those vehicles (other than a marked or unmarked vehicle operated by a member of the Malden Police Department) which is known to have been parked on property not-owned by the City of Malden overnight. Responsive records are expected to relate to any vehicle which is city-owned, city-leased, or commonly considered to be property of the City of Malden. This includes any vehicle which has been dedicated, designated, loaned or gifted to any individual by any authority in the City of Malden, whether it was new, used, or on loan at the time of initial use by the City of Malden. Responsive records should include all documents related to the specification, type, make, model, and year of any vehicle which was leased or purchased for use by any employee, agent, or contractor of the City of Malden. These records should include financial terms and details on discounts, fees, costs, contingencies, maintenance and insurance agreements (a summary document for each type of information would suffice). Records should include any estimates, costs, proposals, promises from any vehicle dealer, seller, leasing agent, or rental entity. Records should clearly and unambiguously identify all approved and authorized operators of vehicles, and include any request for funds related to operation, maintenance or reimbursement. Records should include obligations, requirements, responsibilities, limits and freedoms of use. Records provided should clearly identify any vehicle which is occasionally, routinely or frequently parked, garaged, stored, or stowed during daytime or overnight hours on any property which is not owned by the City of Malden. Records provided should include all email, attachments, text messages, document binders, employee agreements, financing statements and similar records associated with the acquisition, administration and allocation of this taxpayer-funded transportation property. If there are any suggestions for modification to make this request easier or more efficient to respond to, please propose these modifications to the requestor. Thank you. Attached please find the following: 1) A fixed asset report for the time period 01/01/2020 through August 8, 2023 which will show any vehicle purchased during this time period 2) A vehicle use policy 3) The Department Head Collective Bargaining Agreement which specifies which Dept. Heads have a take home vehicle 4) An employment agreement between the City and the Fire Chief which speaks to having a take home vehicle 5) An employment agreement between the City and the Police Chief which speaks to having a take home vehicle
